What's with the rate of combining equipment

The city hall tells me that i should have a 47% rate
My blacksmith tells me it's 5.7%

Which is it?

It means it's increased by 47% of how it started... not increased TO 47%

it should say "base rate increased BY 47% of the base rate" not "+47% success rate"

it doesn't say it's increased "to 47%" its fair enough wouldn't "by" be the default grammer?

Correct, it doesn't say 'by'; it says "+47% enchanting/combining success rate," and at the next level, it's "+50%..."

I would assume that makes it at least half possible to combine., not less than 25% total with 4 of the same item.

My original image shows 4 epic swords with a level 19 Blacksmith (20 being max) and level 7 forging in guild research, which is 35% (it shows the NEXT level)

Again, it doesn't say the base amount, just that the success rate is increased by X%.


These are the pitiful totals?
As it is, both blacksmith and forging say that the success rate is increased by the percentage. Success being the end result, or total, not the base/basic.
If the language was fixed to reflect the numbers, that would be perfection, because as currently stands, we are getting screwed.

To be fair +40% is an increase by 40%. It is just confusing that the base value is %. I would say it is okay-ish like this. But yeah, make it consistent and make sure its obvious that we get a % increase in the base rate not a numerical increase in the success rate.
